Hallow City, once a prosperous and lively place, is slowly dying. The economy crash hit the city hard. Many of the shops, restaurants, and other small businesses are shutting down. Several corporate giants have decided to outsource their factories and have shut down whole production plants, greatly contributing to the rising unemployment rate. Those lucky enough to remain in a job have endured severe wage cuts, coupled with the increase cost of living. The few remaining businesses feel no need to compete with whats not there, raising prices to get as much money as possible, further increasing the problem. The gap between the rich and poor is increasing steadily, the filthy rich separating themselves from the 'scum' outside their world.
As the city slowly dies the government has been struggling to think up a solution to the problem, but so far political strategies have been ineffectual. The Mayor has taken matters into his own hands, implementing the Clean Up the Streets Program as soon as it came to mind. Mass murder at its best, Clean Up the Streets has been assigned to the ruthless Chief of Police, John Wilson, who has given his cold-hearted cops one order: kill all homeless on sight. Perhaps if the streets are cleaner, free of the homeless burdens on society, then the city will come to life once again. This is the Mayor's reasoning, and only time will tell if his brutal solution will resurrect Hallow City to its former glory. Of course the rich and ordinary citizens knew of the program, but not what it entailed. Instead of a brutal slaughter of men, women, and children, they were told that the homeless were part of a "relocation" effort by the city government.
There was one ray of hope however, for those that knew about the refuge. A large abandoned factory on the outskirts of the main city, the home of the Resistance. Led by Thomas Riley the resistance is a group of homeless set out to bring change, to fight the police with all they have. Outside help gives them guns, readying them to fight, not be as weak as they once where. Also trying to get peoples lives on track, focusing on getting its members back into work. To do a better job than the corrupted government is.
Not everybody has suffered becoming homeless however, some survive by clinging on to every penny for deal life. Just getting by on the cheapest food and the bare necessities. They live each day in worry that their small amount of money will run out, that they will be tossed out onto the street like so many others. Then there are the rich, that live in blissful ignorance of the world around them, getting by as easily as they always had. Life becoming easier if anything, as they get more and more money.
